Tiffany Khoo is the CEO of Locum Apps, a platform focused on improving workforce management in the healthcare industry. She graduated from the London School of Economics (LSE) as a Top ASEAN Scholar and a Bank Negara Scholar, ranking in the top 2% of her cohort in Company Law. In May 2020, just before the world shut down due to COVID-19, she launched Locum Apps to address staffing issues in healthcare. To date, the platform has raised over RM1.5 million, paid RM17 million to clinical staff, and enabled 600,000 hours of jobs. With a small but dedicated team and over 30 app updates, Locum Apps continues to refine how healthcare staffing operates. Tiffany frequently speaks on legal risk and manpower management and is a panelist at healthcare events, covering the role of technology and AI in healthcare. Under her leadership, WeAssist was named the Global Winner of the World Summit Awards, and she was recently recognised as Healthcare Technology CEO of the Year 2025 by APAC Insider. She has also worked on integrating retirement savings solutions for gig workers through partnerships with EPF Malaysia and PayNet, furthering financial inclusion for healthcare professionals.
